This is regarding "Of 100 Chicago Public School freshmen, six will get a college degree" (Page 1, April 21). The recent report by the Consortium on Chicago School Research about the small percentage of Chicago Public Schools students who complete college is a serious and sobering analysis. There are two issues, however, that could get lost in the public consideration of this report.
