Not enough Chicago public high school students who want to go on to college actually know how to apply. That's what a new University of Chicago study found. In response, Chicago Public Schools Chief Arne Duncan has proposed a curriculum change for high schools. He plans to create a new class on how to apply to college.

DUNCAN: And we actually want to literally change our high school graduation requirements to make this class a mandatory class that students would take to ensure more students would have more access. And we'd have a point person to drive this culture of change and hold accountable at the local school level...
