We weren't surprised that Mayor Rahm Emanuel seized on a national ranking of Walter Payton College Prep and Northside College Prep as the top two public high schools in America. That's a dollop of good news in a Chicago Public Schools district now generating headlines for its perennial struggle to make ends meet.
