This report summarizes teachers' opinions about school reform, the quaIity of their schools, and their perspectives on instruction and its improvement.

12,708 Chicago public elementary school teachers offer their opinions on issues of school reform and governance, school communities, teaching, instructional change, and professional growth. There is a positive consensus of teachers around school reform issues, but a considerable minority have concerns about changes wrought by school reform.
