Overview

This policy brief highlights key findings and policy implications from a Consortium study of the first year of a pilot teacher evaluation program in Chicago Public Schools (CPS). The report concludes, “In the first year of the Excellence in Teaching Project, CPS leaders took significant steps toward revitalizing teacher evaluation in Chicago.” The findings are relevant for policymakers and practitioners contemplating how best to support the design and development of effective teacher evaluation systems, particularly those focused on classroom observations. The brief is designed to add to the national discourse around teacher evaluation, a subject of growing emphasis and interest since it became a priority of the U.S. Department of Education’s Race to the Top grant program.
