Overview

In the spring of 2004, the UChicago Consortium published a formative evaluation of two leadership development programs—LAUNCH (Leadership and Urban Network for Chicago) for principals and certification from the National Board of Professional Teaching Standards (NBPTS) for teachers. In this new report, the UChicago Consortium continues its analysis of these programs, and also examines another, recently initiated principal program, New Leaders for New Schools (NLNS). This report was prepared for the Chicago Public Education Fund, which supports all three programs.

The authors present descriptive statistics about the principals from the LAUNCH and NLNS programs, such as race/ethnicity and gender, the number of years they intend to work as principals, and education levels. The report makes use of principal survey data to compare practices such as data-driven decision making and staff reshaping among LAUNCH, NLNS, and other Chicago Public Schools principals. Since both programs are relatively new and the number of participants is still small, however, broad conclusions about the data should be made cautiously.

The authors present similar statistics about NBPTS-certified teachers. The report focuses on how clusters of three or more board-certified teachers affected their schools. Like findings for principals, the data for board-certified teachers are limited and therefore should be cautiously interpreted.
